Manitoba International Education System is aimed to help all international students that are graduating from the province. Other international students in other provinces cannot employ this stream. However, Skilled Workers in Manitoba pathway is an eligible way for them.
Dedicated Pathways for Manitoba International Education Stream
There are three major streams for international graduates to come to Manitoba. They are:
a. The Graduate Internship Pathway
b. The International Student Entrepreneur Pilot, and
c. The Career Employment Pathway
Graduate Internship Pathway
This pathway is for every student with either a doctoral degree or master’s degree from any post-secondary school in Manitoba. However, the school must be registered under internships contributing to the province’s innovation. Also, graduates who have completed their “Elevate” or “Accelerate” with Manitoba Mitacs can apply despite having a job offer.
Elevate
Elevate is two-year fellowship for people to build their career. It is a postdoctoral program that focuses on professional development. It functions like a cohort where individuals can learn opportunities for their career.
There are two financial contribution for eligible organizations, namely:
1. Standard Elevate – $30,000 per year
2. Thematic Elevate – $40,000 per year
You must be eligible to be a part of this program. You can check if you are eligible via mitacs.ca.
Accelerate
Accelerate refers to a research project for a student, a partner organization, or a supervising professor. Eligible applicants are to upload their proposal through a Mitacs representative. It is a four-month internship where projects are awarded $15,000. Here is a list of eligible candidates:
- Students – Graduates students, undergraduates, and even college students are eligible for accelerate. Also, post-doctoral students at Mitacs partners universities and colleges in the country.
- Individuals that just graduated from a Canadian University or college in their two years of graduation.
- Permanent residents, Canadian citizens, and international students that are over 18 years.
- Full-time graduate students in particular Mitacs partner countries.
- Some Profit corporations and non-profit corporations, hospitals, and municipalities in Canada.
- Profit-businesses outside the country

Its Eligibility Requirements
Here are the expected requirements for this pathway:
- Education – Completed Doctoral or Master’s degree program in Manitoba in the last three years.
- Current Employment – graduates that have completed their “Elevate” or “Accelerate” with Manitoba Mitacs do not need a job offer to apply.
- Official Language Proficiency – minimum CLB is 7.
- Adaptability – Applicant must be living in Manitoba when applying. They must submit a Career Employment Plan to show their desire to keep living in Manitoba.
- Settlement Funds – applicant must be employed in a long-term full-time position in Manitoba or have Low Income Cut-Off (LICO) for independent financial resources for six months.
International Student Entrepreneur Pilot
This pathway is open to about 20 international students who graduated from Manitoba. The opportunity is for them to start their business in Manitoba despite only having a temporary work permit. Applicants who meet the requirements for Business Performance Agreement are nominated for Canadian Permanent Residence by the province.
All candidates must attend an information seminar before submitting their forms to Manitoba Provincial Nominee Program.
Its Eligibility Requirements
Here are the expected requirements for this pathway:
- Business Experience – an official business plan to apply for MPNP. The applicant is expected to operate as a manager in their Manitoban location. Also, their business equity ownership must be at least 51%. This must continue a minimum of 6 months before nomination.
- Official Language Proficiency – minimum CLB is 7. IELTS is the only one accepted with other language tests.
- Age – applicant must be between 21 to 35 years old.
- Education – they must have completed their post-secondary program in the province for at least two years. Work or education experience outside of Canada is not a requirement but will be beneficial.
- Adaptability – The applicant must have a valid or post-graduation work permit while applying. They must have lived in Manitoba after graduation and show a desire to remain after graduation.
- Settlement Funds – the necessary funds here is the amount that can ideally execute the business plan. Applicant must have Low Income Cut-Off (LICO) for independent financial resources for six months. Also, a third-party supplier (with MPNP approval) will verify your net worth. After this, a verification report is submitted within 120 days of getting the LAA (Letter of Advice to Apply).
- Business Performance Agreement – the Business Performance Agreement is signed when the application is approved. Hence, MPNP issues a letter of support to applicants when they apply for a temporary work permit.

Career Employment Pathway
The Career Employment Pathway is for International graduates that want long-term job opportunities in Manitoba. This occupation must be in tandem with their training and educational background.
Eligibility Requirements
Here are the expected requirements for this pathway:
- Education – graduated from a specific post-secondary institution (full-time course with a minimum of a year)
- Official Language Proficiency – minimum CLB is 7.
- Current Employment in the Province – applicant must have a full-time job opportunity from an eligible employer. They must be a full-time worker when their application is assessed. Also, every graduate with Manitoba Degree Programs with NOC O, A, and B can qualify. The MPNP can impose occupation or program-specific restrictions.
- Settlement Funds – applicant must be employed in a long-term full-time position in Manitoba or have Low Income Cut-Off (LICO) for independent financial resources for six months.
- Adaptability – Applicant must be living in Manitoba when applying. They must submit a Career Employment Plan to show their desire to keep living in Manitoba.
